Each row pairs its label with a full-bleed image tile or a color tile, with adjustable size and placement: a rail that looks designed, not defaulted.
The rail highlights the page the reader is on automatically, with real navigation semantics underneath.
On small screens the rail collapses to a compact header that expands to a text-first list. The links remain available in the expanded mobile list.
Rows without a link become group headers; rows with a parent nest beneath them and expand in place. That gives a department portal sections, sub-links and current-page state from a flat SharePoint list anyone can edit.
No list yet? The starter creates a Navigation Links list with seed rows that show the expected fields, and it never touches an existing list with the same name.
